I have always loved the people and the city up there. I also don't mind the cold and rain.
I have heard that when Seattle was being planned that the city planners were trying to copy SF and they didn't do a great job. When Portland was being planned they decided to bite Seattle and ended up getting closer to SF than Seattle ever did.
