Here in the US we have three branches of government that are meant to balance each other out: the legislative, executive and judicial. If there were to be a fourth branch, what should it be?

There is a fourth branch. . . . administrative agencies - federal agencies like HUD, EPA, FTC etc which are technically considered part of the executive branch but contain their own legislative and judicial authority. The fourth (or fifth) branch should reiterate direct democracy (e.g., removing the electoral college and reforming/strengthening the initiative process.
